IT Business Analyst

Our client is looking for a senior or expert level IT Business Analyst for a contract that will begin in July, 2008 and
end June 30, 2009. The BA will provide services for the re-hosting of the Alpha Legacy Budget/Finance portion of the
apportionment process. Our client is highly dependent on a 20+ year old COBOL/VAX based system of the collection of
school district staffing and student FTE information, calculation and payment of district funding, and collection of the
school districts' budget and year-end financial information. The project was originally undertaken in 2006 with the goal
of migrating/re-hosting the COBOL based system to a contemporary platform that would provide more security and support

Scope of Work
* Manage overall system requirements and test activities and coordination between departments and contractors
throughout the lifecycle of the project.
* Participate in project team activities, especially as they relate to gathering and documenting requirements, both
business (functional) and technical (non-functional), testing, training, and implementation activities.
* Assist the Project Manager in defining and documenting the requirements management process to be used in the process
to be used on this project.
* Participate in the development of design documentation over the life of the project; ensure design specifications
meet specific requirements.
* Create requirement specification, test, and training deliverables and act as lead reviewer for deliverables.
* Assist in documentation of “as-is” business processes. In cooperation with stakeholders, develop the “to-be”
business processes to support the requirements and the new solution.
* Develop data conversion requirements and develop detailed conversion specifications consisting of conversion rules,
source to target mapping, etc.
* Define user roles and systems access rights based on the requirements and “to-be” business processes.
* Participate in the development of test plans, test scenarios, and test cases based on business and technical
requirements. Perform testing, capturing of test evidence, and facilitate review and acceptance of test results.
Qualifications
* Senior to expert level with at least 5 years of IT experience
* Proven ability to facilitate the collection of ideas and information, perform analysis and document results- in both
narrative and graphic form.
* Proven ability to develop formal requirement deliverables utilizing use case models.
* Proven ability to translate requirements into formal test cases, test scripts, run test scripts and run test and
collective test evidence.
* Proven ability to develop training objectives and materials.
* Proven ability to work in processes for the review, negotiation, and acceptance of formal project deliverables.

* Excellent PC skills, particularly in writing business documents and creating and maintaining spreadsheets, with the

management, payables/receivables, grants, etc.)
* Demonstrated knowledge or previous experience working with accountants, budget analysts, financial auditors, or other
financially oriented users.
