Shield of California (BSC) is seeking an IT Business Systems Analyst forour Information Technology Product Solutions
Team in our San Francisco offices.The IT Business Systems Analyst position will reside in the IT department.
Thisposition will be responsible for supporting the Advance Product tool set, alsoreferred to as Plan Configurator
Toolset (PCT). The analyst will provide handson support for break-fix and enhancements. As well as participation on a
largeproject team that is expanding capabilities of Advance Product over the next fewyears. This is a key position that
will ensure that IT maintains ownership ofsupport for PCT software and that IT standards and processes are
followed.Responsibilities:* Responsible for day-to-day support of Product Architecture technology &software development
lifecycle activities. Candidate should expect to spend 50%of their time providing individual contribution and the other
50% of the timecoordinating with other IT and development teams.* Responsible for assisting and reviewing technical
architecture changesincluding impacts upon applications, service management, and infrastructure.* Support business teams
in developing requirements and ensuring consistencyduring detailed design for enhancing PCT components.* Support
operations and standards for interfaces between the Plan ConfiguratorToolset (PCT) and core transaction systems
(Facets).* Support system analysts in developing requirements and ensuring consistencyacross IT processes and
standards.* Initiate or monitor promotion of code packages, development of break fixes,and requests for
enhancements.Experience and Qualifications:* Bachelor's degree or equivalent experience required.* 4+ years of
experience with healthcare payer systems (product, claims,membership, provider, etc.) Will consider similar experience
in other industrieswhere there is a solid understand of product management.* 4+ years of experience working with
development teams throughout the softwaredevelopment lifecycle.* Support of interfaces using SeeBeyond, Java and .Net
technologies includingEclipse, IBM Rational Software Architect, and Visual Studio.* Support application break fix using
C#, .NET Framework, Web services, and XML.* Demonstrated ability to develop system requirements and system
specificationdocumentation including detailed system use cases.* Demonstrated understanding of the healthcare industry
including sales,enrollment, premium billing, claims administration, provider network management,medical management, and
member customer service.* Desired 2+ years of experience with Facets including the development ofextensions or
integration solutions.* Desired 1+ year of experience with the FJA Product Machine or CalculationEngine.Blue Shield of
